MKB Punjab Petrol Relief Required Documents 2026

The MKB Punjab petrol subsidy registration is fully online, so you do not physically submit or upload any documents. But that does not mean documents do not matter. In fact, the details you enter during registration are automatically verified against government databases, and any mismatch between what you enter and what is on official record will immediately reject your application.

This guide covers every document you need to have in front of you before you open the registration form. It explains what each one is used for. It also tells you exactly how to fix problems if something is missing or incorrect.

Document 1: Valid CNIC (Computerised National Identity Card)

Your CNIC is the backbone of the entire application. Everything else (your vehicle, your mobile number, and your income record) is linked to this single 13-digit number in government databases.

Before applying, physically check your CNIC card for the following:

Expiry date: CNICs issued to adults in Pakistan are valid for ten years. If yours has expired, your application will fail the NADRA verification step.

Renewal is straightforward at any NADRA office. Just bring your old card and a recent photograph. Standard renewal takes three to five working days and costs Rs100. Urgent processing is faster but costs more.

Address: Your CNIC must show a Punjab address. If you are a Punjab resident but your CNIC still reflects a previous address in another province, get it updated at NADRA first.

Name accuracy: The name on your CNIC must exactly match the name on your vehicle registration certificate. Even a slight difference, for example “Muhammad” vs “Mohammad”, can trigger a mismatch and delay your application.

When registering, enter your CNIC number exactly as printed: 13 digits, no dashes, and no spaces.

Document 2: Motorcycle Registration Certificate (RC Book)

The RC book is the official ownership document for your motorcycle. The vehicle registration number printed on this document is what you enter during the MKB Punjab subsidy registration.

The Punjab Excise and Taxation Department maintains a digital database of all registered vehicles in the province. When you enter your registration number, the system checks this database in real time to confirm three things:

  1. That the vehicle exists and is registered in Punjab
  2. That the registration is current and active (not expired)
  3. That the registered owner matches your CNIC

All three checks must pass. If any one of them fails, your application is rejected at this step.

If the motorcycle is not in your name: Transfer it immediately. The Punjab government has waived all transfer charges across the province as part of the same relief package that includes the fuel subsidy.

Visit Punjab Excise and Taxation Department in person or use their online portal. Bring the current RC book, your CNIC, and the CNIC of the current registered owner. The transfer is currently free.

If the registration has expired: You need to renew it at the Excise Department before applying. Renewal fees depend on the vehicle’s engine capacity and registration age. Ask at your nearest Excise office.

If the registration number has changed due to a transfer: Make sure you are entering the registration number exactly as it currently appears in the Excise system after the transfer, and not an older number from a previous RC book.

Document 3: Active Mobile Number Registered Under Your CNIC

This is not a physical document but it is a strict qualifying requirement that functions exactly like one. Your mobile SIM must be officially registered under your own CNIC in NADRA’s biometric database.

During registration, the portal sends an OTP (one-time password) to your registered mobile number. If your SIM is linked to someone else’s CNIC, the OTP will not reach you and you cannot complete registration.

To check whether your SIM is registered under your own CNIC, send your CNIC number to 668 from the SIM in question. You will receive a reply showing which CNIC the SIM is registered under.

If the SIM belongs to another CNIC, visit any franchise of your mobile network (Jazz, Zong, Telenor, Ufone, or SCOM) and request biometric SIM re-verification. Bring your original CNIC.

The process is free and takes about ten minutes. Once completed, wait a few hours for the system to update before starting your application.

Document 4: Bank Account or Mobile Wallet Details

Once your application is approved, the Rs2,000 monthly subsidy needs somewhere to go. The MKB Punjab system delivers payments digitally, which means you need either a bank account or a mobile wallet.

A bank account in your own name at any scheduled bank in Pakistan works perfectly. The account title must match your CNIC name. Any bank works, including HBL, UBL, MCB, Bank of Punjab, Allied Bank, and Meezan.

A mobile wallet registered under your CNIC is also valid, with EasyPaisa or JazzCash being the most widely accepted. These wallets are linked to your mobile number and CNIC.

If you do not already have one, setting up an EasyPaisa or JazzCash wallet takes about five minutes through the app. You only need your CNIC number and the mobile number registered under it.

Make sure your account or wallet is active and not frozen. Dormant accounts can cause payment delays even after approval.

How to Fix the Most Common Document Problems

Problem: Motorcycle is not registered in your name Fix: Go to Punjab Excise and Taxation Department and initiate a vehicle transfer. It is currently free.

Bring the current RC book and both CNICs (yours and the current owner’s). After the transfer is completed, wait for the Excise database to update (usually one working day) and then apply.

Problem: CNIC is expired Fix: Visit NADRA immediately. Standard renewal at nadra.gov.pk takes three to five working days.

If you need it faster, request urgent processing. Do not apply for the subsidy with an expired CNIC since it will always be rejected.

Problem: SIM is not under your CNIC Fix: Visit any franchise of your mobile network. Ask for biometric SIM verification or re-registration.

Bring your original CNIC. It is free and quick. After re-verification, wait a few hours before applying for the subsidy OTP.

Problem: No bank account or mobile wallet Fix: Download the EasyPaisa or JazzCash app, or visit the nearest franchise. You can create a wallet in minutes using your CNIC and the registered mobile number. For a full bank account, visit any nearby bank branch and bring your original CNIC and one passport-size photograph.

Problem: Name mismatch between CNIC and RC book Fix: Visit the Punjab Excise and Taxation Department with both your CNIC and original RC book. Request a correction in the vehicle records to match your CNIC name exactly. This may take one to two working days.

A Note on Fake Document Assistance Services

After the MKB Punjab petrol subsidy was announced, agents started appearing both online and in person claiming they can help register your application for a fee, or that they have special access to fix document problems. These are scams. No legitimate agent is involved in the MKB Punjab subsidy registration process.

The entire process is self-service and free. You can do it yourself through mkb.punjab.gov.pk, the Maryam Ko Batayen app, or by calling helpline 1000. If you have a genuine document problem, the Excise Department and NADRA offices are the right places to resolve it instead of paid agents.
