MKB Punjab Petrol Relief Eligibility Criteria 2026

The MKB Punjab petrol subsidy is a targeted relief programme, not a universal one. The Punjab government is not giving fuel discounts to everyone who owns a motorcycle — it is using digital verification to make sure the Rs2,000 monthly benefit reaches people who genuinely need it: low-income riders who depend on their bikes for their daily livelihood.

Before you spend time registering, go through every eligibility condition in this guide. If you do not meet even one of these requirements, your application will be rejected — and you will save yourself the frustration of a failed attempt.

Condition 1 — You Must Be a Permanent Resident of Punjab

The MKB Punjab fuel subsidy is a provincial programme funded and managed by the Government of Punjab. Your CNIC must reflect a Punjab address. If you are from Khyber Pakhtunkhwa, Sindh, Balochistan, AJK, or Gilgit-Baltistan, this particular scheme does not cover you.

Sindh has announced its own parallel fuel subsidy for motorcycle owners in that province. KPK and Balochistan had not yet announced equivalent schemes at the time of writing — check your provincial government’s official announcements for updates.

Condition 2 — You Must Own a Registered Motorcycle in Your Own Name

This is the most important eligibility requirement, and the one most applicants fail on.

Your motorcycle must be registered with the Punjab Excise and Taxation Department specifically in your own name. The vehicle registration number must match your CNIC in the Excise database. If the bike is registered to your father, brother, wife, employer, or anyone else — even a close family member — you cannot apply using your CNIC.

There is no workaround for this. The system checks automatically and there is no manual override.

The good news: The Punjab government has eliminated all motorcycle registration and transfer charges across the province precisely to help more people qualify. If your motorcycle is currently registered in someone else’s name, you can transfer it to your name right now at zero cost. Visit the Punjab Excise and Taxation Department’s office or their online portal to initiate the transfer.

Condition 3 — The Motorcycle’s Registration Must Be Active

It is not enough for the vehicle to be registered in your name — the registration must also be current and valid. An expired registration will not pass the Excise database check.

If your vehicle registration has lapsed, renew it at the Excise and Taxation Department before applying for the subsidy. Renewal fees vary by vehicle age and engine capacity — ask at your nearest Excise office for the exact amount.

Condition 4 — Your Household Income Must Be Below Rs50,000–Rs60,000 Per Month

The MKB Punjab petrol subsidy is targeted at low-income households. The income threshold applied is a monthly household income of approximately Rs50,000 to Rs60,000. People above this threshold are not considered deserving beneficiaries under the scheme’s design.

You do not need to submit a payslip or income certificate when applying. The system verifies income eligibility automatically by cross-referencing your CNIC data with government socioeconomic databases, including BISP (Benazir Income Support Programme) poverty records, NSER survey data, and other social protection registries.

If your household is already a BISP beneficiary or is registered on the National Socioeconomic Registry, your income eligibility is likely to be confirmed very quickly. If you are not in any existing welfare database, the system may take longer to verify your status.

Condition 5 — Your CNIC Must Be Valid and Active

Your Computerised National Identity Card must not be expired. NADRA issues CNICs with a specific validity period, and an expired CNIC fails the first verification check in the portal.

If your CNIC has expired, visit the nearest NADRA registration centre for renewal. Bring your old CNIC and a recent passport-size photograph. Standard renewal takes three to five working days; urgent renewal is faster but costs more.

Your CNIC must also reflect your current address in Punjab. If you moved provinces and your CNIC still shows an out-of-province address, you will need to update it at NADRA before applying.

Condition 6 — One Subsidy Per CNIC, One Vehicle Only

The MKB Punjab petrol subsidy is strictly limited to one motorcycle per CNIC. If you own two or more motorcycles, only one will be covered — whichever one is first verified by the system.

Attempting to submit multiple applications under the same CNIC — or using family members’ CNICs to claim additional subsidies for vehicles you use — is considered misuse of the scheme and can result in permanent disqualification for all CNICs involved.

Condition 7 — Your Mobile SIM Must Be Registered Under Your Own CNIC

The registration process uses OTP (one-time password) verification. The OTP is sent to the mobile number that NADRA has on record as associated with your CNIC. If your SIM is registered under someone else’s CNIC — a common situation in Pakistan, especially in older SIM registrations — you will not receive the OTP and cannot complete registration.

To fix this, visit your mobile network provider’s franchise and request biometric SIM re-verification. Bring your original CNIC. The process is free and takes about ten minutes. Once done, your SIM will be correctly linked to your CNIC and the OTP will reach you.

Condition 8 — Small Cars Under 800cc May Also Qualify

While the primary focus of the MKB Punjab petrol subsidy is motorcycle owners, some reporting suggests that small vehicle owners with engine capacity at or below 800cc may also be included in related federal-level subsidy arrangements. The mkb.punjab.gov.pk portal’s specific scope covers motorcycles — if you own a small car, check the latest updates on the official portal or call helpline 1000 to confirm whether your vehicle type qualifies.

What If You Do Not Qualify Right Now?

Motorcycle not in your name: Transfer it now using the Punjab Excise portal. The zero-fee window may be time-limited, so act quickly.

CNIC expired: Renew at NADRA immediately. Bring your old card, a photograph, and Rs100 for standard renewal processing.

SIM not under your CNIC: Biometric re-verification at any mobile franchise — free and takes ten minutes.

Income above threshold: The scheme is specifically for low-income households. If your household genuinely earns above Rs60,000 per month, you are not the intended beneficiary of this programme.
